Can I cross the border just with the receipt and an ID? - submitted girlfriend

So my girlfriend has filed an application for the passport card three weeks ago and still have not received it yet, but it has already ordered a you think you can simply cross the border with a number?

As the deadline for the passes was 1 June (today), everything depends on the border of the meeting, and possibly the severity, they learned to enforce the law.

I suspect that the evidence that the pass is one of the way, if you recepita his birth certificate and photo ID, you can grant access to.

Not possible. Sorry.
The last entry in a country depends on the border with the question, and extend generally not entitled to. I think you can check online (or can be used, anyway) to see the progress of the passport application. You can try, and if allowed, a path the United States are not required to have passports to travel to Canada to go back - if I remember right direction.

No. You are required to present a valid passport - and not just a receipt saying that applies to you.
